Science Reforms Coming in 2025

New Zealand's science system set to undergo significant changes.

The New Zealand government has announced plans for its science reforms to take effect from next year. Science, Innovation and Technology Minister Dr Shane Reti says the aim is to maximize the value of government funding and drive economic growth. Key changes include the formation of three new public research organizations (PROs) by early October, which will be established through legislation in 2026.

The reforms are expected to bring clear direction to the science and innovation sector, giving both public and private sectors confidence to invest in critical research that can help grow the economy. Additionally, funding has been extended for Callaghan Innovation's Biotechnologies Group until June 2027, allowing it to become commercially viable before transferring to a new bioeconomy PRO. The Applied Technologies Group will continue to receive funding until September 2025 to ensure contracted work is delivered and the function can be wound down orderly.

The changes are part of an effort to modernize New Zealand's science system and make it more effective in driving economic growth. The government hopes that by creating a clearer direction, public and private sectors will feel confident enough to invest in research that benefits the economy.
