A new code of practice for loading and unloading cargo comes into effect today.
The Approved Code of Practice (ACOP) aims to standardize safety protocols across New Zealand's ports, following a review that found inconsistent practices and procedures contributed to fatal accidents. The code was developed by the Port Health and Safety Leadership Group in collaboration with industry experts, workers, and businesses.
According to Minister for Workplace Relations and Safety Hon Brooke van Velden, the ACOP will provide clarity on what controls are needed to ensure workplace safety. "It gives assurance and clarity for businesses and workers on what they need to put in place," she said.
The code is expected to reduce harm and fatalities by setting consistent safety practices, providing workers with the right tools and environment, and clarifying risk management expectations across the port sector.
The development of the ACOP was a response to recommendations made by the Port Health and Safety Leadership Group following fatal accidents at ports in 2022. The group found that most injuries and fatalities occurred during loading and unloading activities due to a lack of clear or consistent safety standards.
Minister van Velden praised the port and maritime sector for developing an ACOP, saying it would make things safer by "developing standards with the people who apply them on the ground".
